That's quite simple If you use Gimp, you just have to draw the general shape of the fire with a white smooth brush (you can also play with the opacity of your brush). Then, with the finger tool, you can "pull" your white colour to achieve the extremities of the flames. The final step is the filter Glowing Hot. The result is not really realistic but well... is fair enough for lazybones like me ^^
I think you can find some detailed tutorials with fire effect applied to text, it's the same process. If you work with Photoshop, similar tutorials should exist
